X003 (Special Orders of Business for the 80th General Convention)

The House of Deputies informs the House of Bishops that on Jul 8, 2022 it considered resolution X003 (Special Orders of Business for the 80th General Convention). The house acted to:

Resolved, the House of Deputies set the following Special Orders of Business for the 80th General Convention:

I. The House will consider A226 under the following special rules:

1. The resolution will be considered in the Morning Session of the First Legislative Day;

2. Before the resolution is considered, a designated Deputy from the Deputation of Alabama be given 5 minutes to present;

3. Following the presentation, the resolution will be considered under the debate rules outlined in Resolution X002;

4. Following the debate and prior to vote, the President will call upon the Chaplain to offer a prayer.

 

II. The House will consider Resolutions from Presiding Officers’ Working Group on Truth Telling, Reckoning, and Healing under the following special rules:

1. The resolutions will be considered in the Afternoon Session of the First Legislative Day, July 8 immediately following the consent calendar;

2. The resolutions considered include resolutions A125, A127, A131, A126, A129, and A130;

3. Before the resolutions are considered, the Chair of the Presiding Officers’ Working Group on Truth Telling, Reckoning, and Healing be given 10 minutes to present;

4. Deputies will have 10 minutes to ask clarifying questions only following the presentation; and

5. Following the presentation and question period, the resolutions will be considered in sequence under the debate rules outlined in Resolution X002.

 

III. The House will consider resolutions from the House of Deputies Committee on the State of the Church under the following special rules:

1. The resolutions will be considered as the first item of business in the Evening Session on the First Legislative Day, July 8;

2. The resolutions include A097, A098, A099, A132, A155, and A156.

3. Before the resolutions are considered, the Chair of the House of Deputies Committee on the State of the Church be given 10 minutes to present;

4. Deputies will have 10 minutes to ask clarifying questions only following the presentation; and

5. Following the presentation and question period, the resolutions will be considered in sequence under the debate rules outlined in X002.

 

IV. The House will consider the Budget for The Episcopal Church under the following special rules:

1. The Budget will be considered on the Afternoon Session on the Third Legislative Day, July 10th, immediately following the consent calendar;

2. A total of 40 minutes will be allowed for questions, proposed amendments and debate on the Budget;

3. The first 10 minutes of debate will be reserved for clarifying questions on the Budget;

4. During the second 10 minutes of debate, no deputy may move to amend, substitute or end debate, unless no one wishes to speak on the budget;

5. Following the first 20 minutes of debate or unless there are no questions or persons wishing to speak, the House will automatically consider any amendments submitted on a matter in the order they are submitted;

6. Debate on any amendment will be limited to six minutes and amendments must follow the process outlined in Resolution X002;

7. If no amendments are submitted or all amendments are disposed of, debate will continue on the Budget; and

8. Following the expiration of time debate will automatically end on all matters pending on the floor at that time.

Resolved, that unless otherwise modified in this Special Order of Business, all other special rules of order and the House Rules of Order remain in full force and effect during the above matters.
